The Government of Malawi has received financing in the amount of US$ 20 million equivalent from the World Bank toward the cost of the Regional Communication Infrastructure Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
The project will include the following components: Component 1 - Enabling Environment (US$1.5 million). This component will provide support to the overall enabling environment for the project. This includes project-specific activities and general support for the sector. Component 2 – Connectivity (US$14.5 million). This component will support regional and international connectivity in Malawi through two major subcomponents – Public private partnership arrangements for regional connectivity to link Malawi with coastal landing stations of submarine cables and supply of broadband connectivity to targeted institutional/rural areas Component 3 - Project Management (US$2 million). This component will consist of support to finance project management related issues, and namely support for (a) a Project Manager, (b) a Technical Expert, (c) a Procurement Specialist, (d) a Financial Management Specialist, (e) an M&E Specialist, (f) office equipment, (g) incremental operating costs, (h) audits, and (i) environmental specialist expertise. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits : May 2004 revised October 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers : May 2004 revised October 2006.
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business , dgMarketand local papers Prequalification of suppliers and contractors will be required for the following contracts (i) Provision of international connectivity capacity (ii) supply of broadband connectivity to targeted institutions and (iii) Establishment of third party virtual landing station.
